Philippe brings 30 years of business and policy experience focused on a singular passion: helping clients accelerate and navigate the clean energy transition, effectively, responsibly and at scale. He has the honour of leading a first-rate team of 60 professionals, and the privilege of supporting clients among North America’s climate leaders.
As a trusted adviser to both executives and policymakers, Philippe helps organizations chart the course toward decarbonization without losing sight of economic imperatives. His experience spans the full array of solutions across both energy supply and demand (buildings, mobility and industry). His work is informed by three decades of experience assessing markets, designing policies and programs, conducting techno-economic studies, building regulatory frameworks and defining market strategies. He is regularly called as an expert witness at regulatory proceedings.
Philippe is notably adept at storytelling and is a recognized thought leader with a unique ability to bridge technology, market, regulatory and policy spheres. He is a sought-after speaker, an experienced board administrator and is regularly appointed to public interest advisory committees. In 2023, Philippe was appointed Chair of the Canada Electricity Advisory Council. He is also Co-Chair of Efficiency Canada and a member of the Electrifying Canada Taskforce, among other positions. Philippe was recognized in 2021 as one of Canada’s Clean50 leaders, and in 2022 as one of North America’s Top 100 Impact CEOs.

Alex has over 20 years experience leading energy efficiency initiatives, through which he has performed a wide range of opportunity assessments, program and policy designs, and program evaluations. Alex leads our Opportunity Assessment practice, which focuses on delivering industry-leading potential studies that quantify the technical, economic and achievable potentials for energy efficiency, demand response, heating electrification, solar PV, and electric vehicles. He also leads our Efficiency and Renewables Financing practice, providing thought leadership for our market assessments, financing program design and evaluation work.
His experience prior to joining our team covers a range of on-the-ground work with energy auditing, recommissioning and high-performance green building construction. Alex prides himself on providing clients with real, implementable solutions to their clean energy challenges.

Raegan brings a practical and highly personable approach to supporting her clients’ decarbonization and climate goals. With over two decades of experience in the energy sector, Raegan takes a big picture perspective while never losing sight of the key details that make for truly impactful work. With professional experience in the private, public and utility sectors, Raegan brings a proven ability to understand and bridge perspectives among diverse stakeholders and to build common ground.
Leading Dunsky’s Design Strategies practice, Raegan helps clients harness data and analytics to develop effective and actionable strategies. She has led some of Dunsky’s most significant projects for utilities and all levels of government focused on decarbonization pathways, climate action planning, clean mobility and energy efficiency. She is a strong advocate of evidence-based decision making, inclusive strategic planning and rigorous program performance management. Raegan is also an expert facilitator. She loves leading diverse groups though engaging processes to meet a common goal.
Prior to joining Dunsky, Raegan was responsible for efficiency programming as a VP with Alectra Utilities and is a past Board Chair of the Association of Energy Services Professionals (AESP). A champion for young professionals, Raegan is a thoughtful mentor to members of our growing team. Her extensive professional experience is supported by a Master of Environmental Change and Management from the University of Oxford.

Expertise in the technology, policy and strategy issues driving the electricity sector’s transformation
Ahmed brings experience advising utilities, system operators, governments, and other actors across North America with their efforts to accelerate and navigate the energy transition. Combining deep technical knowledge with strategic foresight, Ahmed has guided numerous clients through the critical intersections of technical, policy, regulatory and strategic issues within the evolving electricity sector. Drawing on expertise in renewable energy, energy storage, electric vehicles (EVs), Distributed Energy Resources (DERs) and other emerging technologies, his work informs and shapes clients’ corporate strategy, system planning, project development, and policy/regulatory initiatives.
In addition to leading and contributing hundreds of mandates at Dunsky, his expertise builds on prior experiences working on emerging utility business models, renewable energy policy, energy markets and other related issues. Ahmed holds a bachelor’s degree in electrical engineering and an MBA from McGill University (Canada) as well as a master’s degree in energy science from ETH Zurich (Switzerland). Ahmed’s work is motivated by a desire to contribute to a sustainable energy future and a belief in the importance of the interplay technology and policy/strategy as the catalyst for achieving that vision.

Marie-Noel has over 15 years of management experience with mission-driven organizations, both in Canada and the United Kingdom. She brings strong strategic planning, project management and people management skills to her teams.
Prior to joining Dunsky, she developed and implemented long-term strategic plans, client relationship management strategies, process optimization projects and stakeholder engagement programs at Canada World Youth, McGill University and the British Council. She also sits on the board of Récolte, a non-profit focused on strengthening the impact and sustainability of social innovation in our local food system. Marie-Noel holds a master’s degree in business administration. Her career path has been motivated by a desire to make our world a more environmentally and socially sustainable place.

François brings 24 years of experience in sustainable energy and engineering. He provides in-depth knowledge of energy efficiency programs and opportunities spanning the residential, commercial and industrial sectors. He is particularly adept at assessing technical and market solutions, and regularly plays a critical role in evaluating opportunities (including technical reference manuals, potential studies and innovative technologies) and in designing and evaluating program strategies. Francois also has extensive experience with cost-effectiveness framework and stays abreast of the latest approaches and considerations.
Prior to joining our team, François managed a residential energy efficiency audit and retrofit program, oversaw the construction of a high-performance (LEED Platinum) commercial office building, conducted renewable energy and energy efficiency policy reviews, and was the lead engineer for numerous analyses of industrial processes in Canada and internationally. In all his endeavours, François strives to bring clarity and purpose in support of a sustainable energy future.

13+ years stabilizing and decarbonizing the electricity grid
Ben brings a unique background in both statistical methods and policy development to help clients navigate the complex challenges of simultaneously stabilizing and decarbonizing the electricity grid. Ben’s first-hand experience in power planning, as well as his strength with complex planning models, supports the development of effective energy policies for clients.
Prior to joining Dunsky, Ben was the director of power planning for the Northwest Power and Conservation Council, where he was responsible for the power plan development of the regional electric grid serving Oregon, Idaho, Montana, and Washington states. He brings in-depth knowledge of the need for and value of energy storage and dispatchable generation to grid operations. With a focus on decarbonizing grids, Ben’s expertise helps clients understand how to leverage the increasing penetration of renewables and storage while integrating them into a reliable utility portfolio.
Ben is a thought leader and sought-after speaker and has been interviewed for national media including National Public Radio (NPR) and the Associated Press. He has a master’s in statistics from Portland State University which he has leveraged to build complex risk-informed analyses to help move toward clean energy sources while maintaining reliable energy systems.

Martin has 30 years of experience in the energy sector, most notably in the design, review and evaluation of energy efficiency programs and plans, and the assessment of opportunities at the measure, program and plan levels. Martin’s experience spans the full breadth of sectors and fuel sources, as well as related issues such as cost-benefit analyses and utility regulation.
Martin is particularly adept at complex strategic and analytical tasks, including both energy and economic modelling. He has led the design of Dunsky’s user-friendly achievable demand-side management potential model, and has led evaluation projects, including impact and process evaluations, market assessments, and EM&V planning and oversight. Martin also has experience managing strategic reviews and program redesigns. He holds a bachelor’s degree in accounting and a master’s in sociology, and is a Certified Measurement and Verification Professional (CMVP).

Alexis combines an engineering background and eight years of management consulting, where he developed and implemented C-suite level strategies for industry leaders, institutions, and different levels of government in Quebec.
Prior to joining Dunsky, Alexis was a senior engagement manager at McKinsey & Company, where he primarily served electric utilities. He developed a deep knowledge of supply-demand planning, operations optimization, as well as North American energy markets and regulation. In addition, Alexis brings a functional expertise in corporate strategy, company-wide transformation, continuous improvement, customer experience and advanced analytics – he led multiple teams of data scientists and data engineers in creating predictive and optimization engines. Through these experiences Alexis developed robust skills in communication, problem-solving and project management.
Alexis holds a master’s degree in industrial engineering from École des Ponts ParisTech, in partnership with Polytechnique Montreal. Alexis is passionate about climate change mitigation and joined Dunsky to devote his focus to accelerating the energy transition!

Sam provides clients with exceptional strategic advice, decision facilitation and technical expertise across clean energy and decarbonization policy, program design, and analysis. He has over 10 years of proven success leading collaborative stakeholder consensus-building, overseeing the development of purpose-built quantitative models and analytical tools, and applying rigorous best practices in clean energy, environmental economics, financial analysis, and climate science.
Sam has developed and won approval for innovative demand-side management and decarbonization programs; supported state agencies and utility regulators in long-term planning to achieve policy objectives; developed and deployed near-term oversight and continuous improvement processes for clean energy programs; and built out organizational infrastructure to tackle emerging challenges and opportunities.
Sam understands that communication is core to driving the clean energy transition, and enjoys distilling rigorous analysis into clear, actionable recommendations. 15+ years of recognized leadership in electric mobility and storage technologies
Jeff’s passion for clean mobility and advanced energy technologies has led to a career at the nexus of sustainable transportation, energy storage, demand response and renewable energy. His experience – more than 15 years working with vehicle manufacturers, research institutes, utilities and governments – affords him a unique, grounded perspective on what is needed to move the needle on market adoption of clean energy technologies. Jeff’s work has covered personal and commercial vehicle engineering, electric vehicle (EV) charging infrastructure, energy storage technology, vehicle-grid integration, and demand response, among others.
Jeff is a recognized leader in transportation electrification, and currently serves on the board of Electric Mobility Canada. Prior to joining our team, Jeff worked at Powertech Labs, a subsidiary of BC Hydro, where he led EV charging infrastructure initiatives, supported EV adoption within corporate and government fleets, and contributed to the development of utility and government programs and policies. Jeff also spent two years working for Azure Dynamics, a manufacturer of electric and hybrid trucks and commercial vehicles. Jeff holds a master’s degree in mechanical engineering from McGill University. Jeff’s passion for sustainability drives both his profession and his personal life, and he loves collaborating with clients in their efforts to accelerate the clean energy transition.

Pamela is a seasoned project manager with over 20 years of consulting experience supporting public and private sector clients on issues related to climate change mitigation and accounting, energy efficiency, green growth, and other sustainability issues. Since joining Dunsky, she has led projects to support municipalities in their clean energy transition—including the development of a clean energy roadmap for municipalities across Canada, support for Google’s Environmental Impacts Explorer (EIE) tool to accelerate climate action in Canadian cities, and assessments for remote diesel communities to develop sustainable energy plans.
Previously with ICF, Pamela supported the development of national greenhouse gas inventories for the US and the UK, as well as corporate environmental inventories and CDP reports for Fortune 500 companies. She holds a MSc in Environmental Science and Policy from Johns Hopkins University. Pamela is passionate about using strong analytics and clear communications to make this planet a cleaner, more sustainable place.

Nathalia has 18 years of experience in business strategy and transformation. She is a high-performing multi-disciplinary leader, who at the age of 32 became the general manager of Yves Rocher North America where she led 450 employees. In 2022, she co-founded and oversaw Propulia Capital, a seed-stage fund where she acted as an impact investor in Cleantech companies. At Dunsky, Nathalia leverages her first-hand experience to help companies understand how net-zero can benefit their operations, develop roadmaps and strategies to decarbonize their activities, and seize the business opportunities presented by the clean energy transition.
Nathalia began her career founding a consulting start-up in digital services and communication in Mexico City. Today, she is an experienced manager who has worked around the world and holds two master’s degrees: the first in business management from the Sauder School of Business (UBC), and the second in regenerative economics from Schumacher college, based in the UK.
As a strong advocate for life-enabling economic principles, Nathalia is passionate about sharing her experience and expertise through coaching, and helping businesses embrace the energy transition for our shared benefit.

Mathieu combines an engineering background with 12 years of experience in efficiency and decarbonization, from building-level projects to sectoral policies and strategies. He supports clients with his unique ability to synthesize highly detailed analysis into actionable insights. Mathieu serves as the firm’s heating decarbonization lead and has conducted multiple provincial and State decarbonization studies, from load impact assessments to optimized pathways. Since joining Dunsky, he has also led the development of an award-winning energy efficiency investment plan for a major Canadian hardware retailer, coordinated the expert working group focused on electrification as part of the development of Québec’s 2030 Climate Change Action Plan, and led the development of a decarbonization guide for businesses for the Québec Federation of Chambers of commerce (FCCQ).
Prior to joining the team, Mathieu worked for an engineering consulting firm and an ESCO as an energy efficiency project manager and designer. Mathieu holds a master’s in mechanical engineering from École Polytechnique de Montréal as well as a master’s in business administration (MBA) from HEC Montréal. As a rational idealist, he’s looking for pragmatic and sustainable solutions to collective challenges.

Patricia is a managing consultant at Dunsky based in Squamish B.C. with 15 years of experience in leadership roles in climate and energy policy. Having worked for and with governments, corporations, NGOs and utilities across Canada, she brings a strong understanding of the energy policy and regulatory frameworks needed to get to net zero, in a practical and cost-effective way. Patricia is also a seasoned project manager who has delivered a range of complex multi-stakeholder initiatives across the clean energy sector. Building relationships and breaking down silos to develop robust, real-world solutions for the energy transition is what makes her tick.
Recent project highlights include working with a provincial government to deliver a long-term economy-wide Energy Policy Framework, managing the design of a national multi-billion dollar retrofit financing program for commercial buildings and delivering a variety of municipal strategies to accelerate electric vehicles and charging infrastructure. Patricia has a master’s degree in energy studies from Sciences Politiques, Paris.
Prior to joining our team, Patricia worked for one of Canada’s leading renewable energy companies and at the Ontario Power Authority (now IESO). At the International Energy Agency, she helped deliver the inaugural Energy Efficiency market report, which launched the ‘first fuel’ concept for energy efficiency. As manager of the Clean Power Pathways project, Patricia led a multi-year collaboration between the David Suzuki Foundation and university researchers to assess how Canada can both clean its grid and electrify buildings and mobility.

Leslie is an economist with more than 17 years of experience in energy and environmental policy – as well as broad knowledge of energy markets and legislative/regulatory environments – across Canada and the United States.
Prior to joining our team, Leslie was with Acadia Center, a sustainable energy think-tank, where she worked on energy efficiency, renewable energy, grid modernization, and carbon pricing issues. She has led various analytic studies, including assessments of the macroeconomic impacts of energy efficiency, and the economic value of distributed solar (to the grid and society), among others.
Leslie holds an MSc from the University of London, Imperial College with a specialization in environmental economics. She credits her dedication to environmental protection and collaborative problem solving to her small-town roots on Prince Edward Island.

Brendan helps utility, government and private-sector clients implement strategies to effectively decarbonize the transportation and building sectors and is a passionate leader in the energy transition.
Brendan has been central to some of North America’s most innovative climate policy. Notably, he led development of the world’s first 100% “EV Ready” residential parking requirement, and has since advised multiple municipalities on such requirements (including the Cities of Toronto and Vancouver). Likewise, he designed the first-of-its-kind BC EV Ready Retrofit program for BC Hydro. With regards to buildings, Brendan was instrumental in the development of the BC Energy Step Code (an energy “reach code”) and subsequent carbon performance requirements. He has also assisted a wide range of clients with strategic planning; energy project financing programs; building rating and disclosure; EV charging infrastructure; and building decarbonization strategies.
In his 16 years working on climate policy before joining Dunsky, Brendan held several roles, including: directing an electric mobility and decarbonization practice at a prominent electrical engineering firm; sustainability manager at the City of Richmond, BC; associate director of the MIT Green Economic Development Initiative; and a consultant at a leading urban planning firm, and later as a sole proprietor.
Brendan thrives when developing elegant solutions to complex, interdisciplinary and politically-contentious problems. He is dedicated to realizing zero-emissions, healthy, beautiful and equitable communities. He received a master’s in city planning from the Massachusetts Institute of Technology.

Prior to joining our team, Lauren held positions planning and overseeing programs for municipal governments and for Efficiency Nova Scotia. Lauren’s extensive experience in project management, planning, design, measurement and evaluation, and stakeholder relations complements her degree in environmental science. Lindsay is a core member of Dunsky’s Clean Mobility practice and supports clients by connecting big-picture objectives to the details that matter for effective programs and projects. With a unique understanding of transportation policies at the municipal, provincial and federal levels, Lindsay is known for building productive relationships and developing shared strategies toward a common goal. A registered professional planner, Lindsay brings 10 years of experience at the nexus of urban planning and clean energy, designing solutions at the national and local scale.
Prior to joining Dunsky, Lindsay served as senior project manager at the City of Toronto, where she spearheaded and procured Toronto’s first electric automated shuttle trial. She also led the design of the City’s Transportation Innovation Zones Program and managed neighbourhood-scale transportation studies. She also held roles as the managing director of the Transportation and Urban Solutions team at the Pembina Institute, as a senior consultant at Acertys/Hill+Knowlton.
Fully bilingual, Lindsay holds a master’s degree in urban planning from McGill University and a bachelor’s degree in civil engineering from Queen’s University. Across her work and volunteering roles, Lindsay brings a passion for building more green, just, and healthy communities.

Jean-Philippe support Dunsky’s clients with a significant track record in building engineering and project management, grounded in 19 of experience in the energy efficiency and decarbonization sector.
Jean-Philippe is Dunsky’s former director of buildings and now partners with our firm as an external senior advisor, where he provides valuable technical and strategic advice related to our building decarbonization projects. He is also the technical lead, energy efficiency, at Ambioner, an engineering firm focused on energy efficiency and sustainable buildings.
While working for Dunsky between 2018 and 2023, Jean-Philippe led major projects in energy efficiency and renewable energy opportunities assessment, the design of strategies and flagship measures, and the development of action plans and policies to achieve energy efficiency and greenhouse gas reductions in the transportation and building sectors.
Previously, he was director of engineering for a Montreal-based Energy Services Company, managing a team of engineers and technicians, and overseeing all technical aspects of Energy Performance Contracts in Quebec and Ontario. Jean-Philippe is fully committed, personally and professionally, to achieving complete environmental sustainability in all aspects of human activity, and prides himself in helping clients move towards this objective.

Stéphanie brings five years of experience in modeling and analysis in the fields of energy efficiency and energy systems. She supports clients by leveraging her technical expertise and attention to detail to assess the potential and the economic, environmental and energy impacts of decarbonization strategies for buildings.
Prior to joining Dunsky, she worked at Natural Resources Canada’s Canmet ENERGY research center, where she played a key role in the testing, modeling and techno-economic analysis of heat pump technologies to support building electrification. Stéphanie also has field experience in energy management and in the demonstration of hybrid power systems for various northern and remote applications.
Stéphanie holds a master’s degree in mechanical engineering from the École Polytechnique Fédérale de Lausanne in Switzerland and a bachelor’s degree in mechanical engineering from McGill University. She is registered as a professional engineer in Québec. Stéphanie is proud to be involved in accelerating the energy transition by working on impactful projects as well as popularizing science and providing energy advice to her peers.

Kris leverages his on-the-ground experience in energy efficiency to support strategic decision-making and help clients achieve the objectives that are important to them. He brings six years of experience in industrial and building energy efficiency, process control and construction management. Prior to joining Dunsky, Kris worked at an energy services firm designing and implementing waste heat and efficiency solutions for a wide range of industrial clients and before that, he designed measurement and process control solutions for aerospace and other industrial applications, gaining valuable insight into clients’ energy flows. Kris holds a master’s degree in energy engineering from École Polytechnique de Montréal and a bachelor’s degree in mechanical engineering from McGill University. His motivation for accelerating the clean energy transition stems from his curiosity for all things energy-related and his concern for the environment, in particular the effect of climate change on his beloved winter sports.

Ali brings a practical and highly responsive approach to working with clients in environmental & greenhouse gas accounting, climate risk and resilience analysis, strategy & policy development, and building and transportation electrification. With over 14 years of experience, Ali has worked with companies around the world on environmental MRV initiatives and science-based target setting; led the development of campus-wide climate mitigation, risk, and education initiatives within higher ed; and applied a climate lens to local government community plans while implementing home energy retrofit financing programs and municipal EV strategies. At Dunsky, she works with municipalities, regulatory agencies, governments, and utilities to assess, implement, and evaluate low-carbon programs and policies.

Charles brings four years of experience as a senior software engineer, specializing in optimizing search algorithms and high-availability cloud services.
Prior to joining Dunsky, Charles worked on the design, development and integration of a product search and discovery platform in the e-commerce sector. He focused on personalizing and optimizing customer experiences using AI models to enhance user satisfaction. Charles was also responsible for developing engineering strategies, engineering roadmaps and software architecture plans, all geared towards presenting a medium- to long-term technical vision combining performance and simplicity.
Charles holds a bachelor’s degree in computer engineering with a specialization in AI from Polytechnique Montréal. He is currently pursuing a master’s degree in mathematics applied to extreme weather and climate , focusing on updating intensity-duration-frequency curves using robust statistical methods under future climate conditions to better quantify the return periods of extreme rainfall events. Charles is a member of the Ordre des ingénieurs du Québec and serves on the committee for the promotion of excellence in the profession.
For Charles, sustainability is a fundamental priority in the software development industry, alongside performance, security, cost, and accessibility. He believes that integrating sustainability is essential for achieving a fair and equitable technological future.

During his academic career, Houssem’s research focused on the techno-economic modeling and simulation of various energy systems including building integrated solar photovoltaics, energy storage and EV charging stations. His latest research project was conducted at the Laboratory of Energy Technologies of Hydro-Québec, where he worked on developing a numerical model for simulating the performance and controls of electric thermal storage devices. Houssem also gained professional experience in the solar industry while working as a solar PV engineer in Tunisia.
Houssem is driven by a desire to accelerate the energy transition and a deep passion for technology, technical problem solving and innovation.
