Government of Canada Contracts Dunsky to Support Electrification of Federal Vehicle Fleets Nationwide
Dunsky to define lowest cost strategy to electrify nearly 30,000 vehicles by 2030 as part of Greening Government Strategy

As global leaders come together to address the climate crisis at the COP 27 United Nations Climate Change Conference, Dunsky Energy + Climate Advisors is pleased to announce it has been contracted by Natural Resources Canada (NRCan) to develop the Zero-Emission Vehicle (ZEV) Pathway to transition the Government of Canada’s fleet of nearly 30,000 light-duty vehicles to electric.
Achieving its target of 100% light-duty ZEVs by 2030 across all federal departments and agencies is a critical part of the Government of Canada’s commitment to net-zero carbon and climate-resilient federal operations by 2050.
Dunsky is leveraging its Fleet Electrification Optimization Model (E‑FLEETTM) to support NRCan in this complex and critical decarbonization initiative. Beyond a simple calculator, E‑FLEETTM provides a comprehensive cost-benefit assessment that includes all capital and operating costs and savings across every type of vehicle, accounting for each vehicle’s unique usage characteristics. Dunsky’s E‑FLEETTM assessment accounts for vehicle purchase costs, fuel and power charges over time and, critically, the cost of charging infrastructure, to determine the optimal time to transition each vehicle in the fleet. The assessment will leverage Dunsky’s proprietary ZEV availability timelines and cost forecasts.
The Government of Canada ZEV Roadmap will:
- Maximize cost savings by providing the optimized year of purchase for each vehicle in the fleet based on the lowest Total Cost of Ownership;
- Facilitate procurement by pinpointing ZEV models expected to become available between 2023 – 2030, along with key specifications, costs and other market intelligence;
- Enable risk management by assessing the costs and benefits for multiple fleet electrification scenarios; and
- Plan charging infrastructure work by defining an optimized charging infrastructure plan, including associated hardware and installation costs and opportunities for smart charging where practicable.
The project is part of the Federal Government’s Greening Government Strategy (GGS), updated in 2022. As the largest public procurer in the country, the Government of Canada seeks to manage its assets in a way that achieves green and climate-resilient outcomes. The federal light-duty fleet is composed of almost 30,000 vehicles, with nearly 18,000 in the conventional fleet and more than 12,000 in the National Safety and Security (NSS) fleet operated by departments such as the Royal Canadian Mounted Police (RCMP) and Department of National Defence (DND). The contract value of the work is $88,297 and is expected to be completed by Q1 of 2023.
