Leading the Development of a Provincial Energy Policy Framework

As the province of Manitoba looks to secure its energy future, achieve climate goals and strengthen economic competitiveness, Dunsky is proud to have been selected to lead the development of the Manitoba Government’s new Energy Policy Framework. This framework will help the province seize the opportunity presented by the energy transition and position itself for a low-carbon economy while attracting capital, creating jobs and addressing reconciliation.

The Energy Policy Framework will provide recommendations for a clear direction to help Manitoba effectively respond to current and emerging market trends while capitalizing on its vast natural resources.  It will recommend effective policy and governance strategies and address economic and regulatory challenges facing the province as technologies, markets and customer demands evolve.

Comprehensive in scope, the Policy Framework will address critical issues related to both energy supply and demand, including decarbonization strategies for transportation, buildings, industry and agriculture. Dunsky will notably conduct sophisticated, Manitoba-specific modelling to define the least-cost path to achieving Manitoba’s goals. From there, we will consult stakeholders and develop an integrated and forward-looking approach to planning Manitoba’s energy future in a way that will balance ambition, achievability and adaptability to support Manitoba’s objectives while at the same time supporting economic development, affordability and reconciliation with Indigenous peoples.

Blending Local Experience and Expertise With Broader Perspectives

Dunsky has a long track record of significant projects in Manitoba, including advising Manitoba Hydro, successive governments, Efficiency Manitoba and a variety of stakeholders on key energy issues.

In addition to its in-house expertise, Dunsky is working with top-tier partners, including ZEN Energy Solutions, Power Advisory, Prairie Research Associates, Darrell Brown (Kisik Clean Energy), Dale Friesen (InterGroup Consultants) and ESMIA Consultants.

The  Recommendations on an Energy Policy Framework is slated for completion and submissions to government in the summer of 2022.
